War Dogs segue le vicende di due amici poco più che ventenni (Hill e Teller) che vivono a Miami Beach durante la guerra in Iraq che sfruttano un'iniziativa del governo poco conosciuta che consente alle piccole imprese di fare offerte per contratti militari statunitensi.
Partendo in piccolo, iniziano a rastrellare un sacco di soldi e vivono una vita alta. Ma la coppia si mette d'accordo quando ottengono un accordo da 300 milioni di dollari per armare l'esercito afghano, un accordo che li mette in affari con alcune persone molto losche, non ultimo il governo degli Stati Uniti.
