As the seat of power for House Lannister, Lannisport is a sprawling seaside city full of merchants, artisans, and highborn and lowborn alike. Such an important port requires a large city watch, and, being House Lannister, the Lannisport City Watch is armed and armored just as well as many front-line troops in the War of the Five Kings.

However, wearing plate armor and carrying a shiny spear does not necessarily make one a soldier. The City Watch can fight effectively in battle, but work best aas a support unit, and should not be relied upon as a vanguard. But, when in their role and properly supported, the Lannisport City Watch will do their commander proud.
