A US law enforcement agency is destroyed in a bomb attack. The wire puller behind this attack is a drug cartel. In order to bring the responsible people to the road, the US Government has put together a special operational force. The player plays the role of one of the members of this unit: Ben McCall, a hard LAPD-cop and descendor of Ray McCall; Eddie Guerra, a drug fander and chronic player or Kim Evans, a former gangmember who is now working for the FBI. Each character has its own special skills and has to fight with his very personal demons.
